Sarawak Adopts Borneo Legacy and Launches BESA

The Sarawak Government has formally adopted the Borneo Legacy Declaration and launched the Business Events Sarawak Alliance, known as BESA. The announcement was made at the Sarawak Business Events Forum in Kuching on 17 December 2025.

The Borneo Legacy Declaration was established on 3 October during the Legacy Event Advocacy Policy Summit and represents a joint commitment by 36 policymakers and industry representatives from Malaysia, Australia, Korea, the Philippines, the United Kingdom and the United States. Its formal adoption by the Sarawak Government positions business events as structured tools to support policy delivery and sustainable development objectives.

BESA supports policy delivery through business events

BESA creates a framework for collaboration between Sarawak government ministries and Business Events Sarawak starting in 2026. Ministries will commit to owning and hosting at least two national or international business events, with homegrown events prioritised through a qualification process. The alliance also includes capacity building for public sector stakeholders to strengthen legacy impact planning. The forum also introduced the 13th Malaysia Plan for 2026 to 2030, which identifies business events as a mechanism to support inclusive and sustainable development in line with the Post Covid 19 Development Strategy 2030.
