The support applies to conferences taking place in Tallinn within 18 months of application and scheduled between January and May or September and November. Eligible events must run for at least two consecutive days with a minimum of four hours of programme per day. Participation requirements include at least 50 international delegates in the period from January to March and at least 100 for events held in April, May, September, October or November, with attendees from a minimum of two countries. Funding can cover up to 60% of eligible costs, including venue rental, technical services, marketing, cultural activities, reception events and organisational services.

Funding criteria and priority sectors

Applications are assessed primarily based on international delegate participation days, accounting for 90% of the evaluation, while the conference topic contributes 10%. Tallinn prioritises events aligned with sectors such as digital solutions and artificial intelligence, defence, education, start-ups, clean technology, health technology and smart city development. Application rounds for 2026 are scheduled for 6 April, 25 May and 28 September. Organisers can receive support during the application process from professional conference organisers including Publicon, Conference Masters and Conference Expert.
